Add Message Rate window mouse actions.

The best place to find out about the accelerator keys (i.e. the shortcuts, or hotkeys), is in the Help file.  Search for "accelerator".  Here is a snapshot of that information from September 2011.  Note that Upper-case and lower-case keys are significant - for example "W" and "w" have completely different functions.
